A FORMER Basildon Hospital doctor who was struck off following allegations of “violent and controlling behaviour” has seen his second bid to return to healthcare in the UK rejected.

Dr Essam Aly was working as a locum consultant anaesthetist at the Basildon and Thurrock University Hospital NHS Trust in 2016 when his name was erased from the medical register.

A medical practitioners tribunal at the time found allegations of “violent and controlling behaviour” were proved, and an application to be reinstated in 2022 was rejected.

The 2016 panel also found Dr Aly’s actions to be dishonest when an email claimed to be written by a woman was submitted to the county court. It was found Dr Aly had sent this email to himself.

A panel of judges have now ruled against him again following another tribunal this month after Dr Aly made a second restoration application.

At the hearing, Dr Aly submitted that he has taken proactive steps to overcome his “shortcomings” and evidence a low risk of repetition in the future.

He told the hearing he had paid for his wrong actions and showed a history of abiding with law and professional regulations, being of “good standing” in three different countries.

Since losing his job, Dr Aly has worked overseas as a consultant in Egypt and the United Arab Emirates, as well as performing medical work in Yemen.

Dr Aly also told the tribunal he attended an anger management course. However, no further evidence about the context of the course and what he had learned was given.

Rebuffing his application, the panel found Dr Aly’s expressions of remorse appeared to be “superficial” and his insight “lacking”.

Tribunal chair Tim Bradbury said: “Dr Aly did accept that he has done wrong and said that he has and would act differently.

“However, the tribunal considered Dr Aly’s acceptance of his wrongdoing to be almost grudging as it would be invariably followed by a qualification minimising or deflecting responsibility for his misconduct.”

He added: “Despite the passage of time there has not been an adequate or sufficient level of insight and remediation necessary in this case to sufficiently mitigate that risk [of repetition].”

Dr Aly will not be allowed to make another applications for 12 months following his second rejection.
